The Administrative Officer for the Pathology & Laboratory Medicine Service (P&LMS) at the Miami VA Healthcare System (MVAHS) is fully involved with the day-to-day operations of the service aspects relating to, but not limited to, personnel management, administration, budgeting, financial management, logistics and contracting, compliance, short & long-range planning. The performance of the duties and responsibilities has a direct impact on the efficient operation of P&LMS as well as the MVAHS.
Duties
Duties include but are not limited to:
Acts as the primary liaison with persons and groups both within and outside the organization.
Prepares reports and briefings to the Chief of Pathology and Laboratory Medicine Service, Service Chief of Staff, the Medical Center Director, PBM, VISN or any other group necessary.
Treats Veterans, their representatives, caregivers, family members, andVA staff in a courteous, tactful, and respectful manner.
Provides the Veterans with consistent information according to established policies and procedures.
Handles conflict and problems in dealing with the Veteran constructively, and appropriately, and acts as the contact person for all control correspondence.
Integrates the work of an assigned team(s), work group or projects and contributes to the analyses, facts, information, proposed actions, or recommendations, and ensures consistency of interpretation.
Participates in planning, organizing, coordinating, implementing, directing, integrating, controlling and evaluation of data collected related to performance and quality assurance with the department.
Promotes collaborative working relationships, creative problem solving and flexibility.
Serves as the resource person in planning, reviewing, or revising policies and procedures which impact the service's overall operation, efficacy or process to meet accrediting agencies standards.
Participates in the development of short-term and long-term planning efforts and works collaboratively with the healthcare system managers, discipline specific professions, and clinical leaders.
Ensures oversight for personnel folders, QA coordination of personnel records, and quarterly review of personnel folder for completeness.
Performs timekeeping functions, accident reports, preparation of organizational charts, and quarterly updating of phone numbers of Pathology and Laboratory Medicine Service personnel.
Acts as a liaison with the Human Resource Office and coordinates personnel actions.
A one year supervisory probation period may be required for this position.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides analytical, qualitative, quantitative, management and administrative support. Researching timelines, data and historical background information to draft responses to all official correspondence i.e. Congressional inquiries, legal requests, action items, FOIA requests, patient complaints, and routine correspondence, ensures routing and authorized approvals are obtained prior to release. Attends performance improvement meetings, CAP, Joint Commission, administrative officer meetings, Equipment Committee, Space Committee and all service level meetings. Reports on performance improvement initiatives, compliance and program on-going efforts/initiatives. Plans, budgets, staffing, compliance, unit improvements, accessibility reports, technology reports, workload, and reports in varying degrees of complexity for review and approval to senior leadership. Leads in administering human resource programs such as, but not limited to, EEO, merit promotion, labor management relations, performance appraisals, provider proficiencies, performance awards, credentialing process, benefits, and position management. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Physical Requirements: The work is principally sedentary, but due to the physical separation of the programs activities, ability to move from work area to work area by walking or motor transport is needed.
