Duties
The Division of Innovation and Technology Ecosystems (ITE) builds and strengthens the U.S. innovation ecosystem by engaging a broad, diverse set of individuals and organizations in the Nation's research, innovation, and education enterprise, and accelerates use-inspired, solutions-oriented efforts that will result in breakthrough technologies and enhance U.S. competitiveness and security. ITE brings together teams of researchers, practitioners, and users, catalyzing iterative co-design/co-creation, leading to game-changing technologies and solutions, and paving the way for new, high-wage, good-quality jobs.
The Emerging Technologies (ET) Section within ITE is responsible for accelerating technology development in the key technology areas identified in the CHIPS and Science Act of 2022. The ET Section specifically develops and pursues an investment strategy in these areas. This strategy is informed by additional ET-supported efforts, including technology forecasting to determine where TIP should be investing, technology roadmapping to identify how to stage TIP investments across multiple years, and technology assessing to demonstrate the impact of TIP technology investments. The ET Section will maintain active connections with the other NSF directorates, other federal agencies, as well as industry and non-profits, and will incorporate inputs from internal and external constituents to regularly update the TIP technology investment strategy and implementation.
The Section Head for ET serves as a member of the leadership team for the Directorate for Technology, Innovation and Partnerships (TIP), and as one the Foundation's principal experts in the key technology areas, including in engagement with government, industry, and non-profits in this space. The incumbent provides leadership and direction for the ET Section, having managerial and oversight responsibilities for the effective use of Section staff and resources in meeting organizational goals and objectives. This includes directing the activities of the Section; assessing the needs and trends in emerging technologies advancement; developing partnerships involving government, industry, and non-profits; implementing overall strategic planning; and policy setting. In addition, the incumbent supervises the ET Section program staff. The incumbent determines ET Section funding requirements, prepares and justifies budget estimates, balances program needs, allocates resources, oversees the evaluation of proposals and recommendations for awards and declinations, and represents NSF to relevant external groups.
Qualifications
EXCUTIVE CORE QUALIFICATIONS (ECQ): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Applicants who do not provide a narrative statement will only be considered for an IPA appointment, if applicable.
1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. Leading People. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ separately.
1. Experience developing and articulating a strategic vision and leading an organization in implementing a plan to achieve that vision as well as assessment of progress along the way.
2. Experience in catalyzing partnerships across sectors including government, academia, industry, nonprofits/philanthropic organizations, and/or venture capital.
3. Understanding of and demonstrated experience with use-inspired and translational research activities.
Desired
1. Ph.D. or Master's degree is preferred with equivalent experience (in industry, philanthropy, and/or academia) in one or more of the key technology areas listed in Sec. 10387 of the CHIPS and Science Act of 2022.
When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
Applicants who do not provide narrative statements addressing both the ECQ and MTQ qualifications will only be considered for an IPA assignment, if applicable.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.
