Duties
You will engage in all aspects of Purchase Request (PR) Planning, Creation, Entry, and QA as the technical expert for PRs in the IPT/ Division.
You will manage cost, schedule, performance, and risk of a small to medium project or multiple IPT/Division level resource and acquisition management requirements.
You will prepare IT budgets and assist with development, planning, and subsequent execution of IT
program acquisition plans including schedules, cost estimates, risk management and resource requirements.
You will provide policy guidance to IT management, staff, and customers; and communicate with clarity and respect to customers, leadership, and team members.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Engage in all aspects of Purchase Request (PR) Planning, Creation, Entry, and QA as the technical expert for PRs in the IPT/ Division. Manage cost, schedule, performance, and risk of a small to medium project or multiple IPT/Division level resource and acquisition management requirements.
Customer Service - Information Technology (IT) Project Manager (PM) provides IT PM support to an Integrated Product Team (IPT) Lead/Project Lead (PL) within the Naval Information Warfare Center (NIWC) Atlantic Expeditionary Warfare Department /Competency Aligned Organization (CAO).
Oral Communication - Provide policy guidance to IT management, staff, and customers; and communicate with clarity and respect to customers, leadership, and team members. Seek opportunities to develop communications skills as a public speaker, in face-to-face contact, and in written and electronic forms and forums.
Problem Solving - Seek opportunities to mentor team members. Facilitate successful execution of IT projects/tasks through teamwork and inclusion.
In Addition:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing assistance to an Integrated Product Team to meet cost, schedule, or performance expectations; Assist in providing Purchase Request (PR) policy guidance to IT management, staff, customers; AND communicating with clarity and respect to customers, leadership, AND/OR stakeholders.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing oversight to an Integrated Product Team to meet cost, schedule, or performance expectations; Providing Purchase Request (PR) policy guidance to IT management, staff, customers; AND communicating with clarity and respect to customers, leadership, AND/OR stakeholders.

Education
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
