Duties
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.
Specific Duties
The Senior Advisor to the California-Great Basin Region is located in the Bureau of Reclamation (Reclamation) at the Department of the Interior (Department) and reports to the Regional Director, Region 10; California-Great Basin (CGB) Regional Office. The office is one of five Reclamation regions across the nation's 17 western states and encompasses two-thirds of California, the Klamath Basin, and most of Nevada. The office manages one of the nation's largest and best known water projects (Central Valley Project) as well as Oregon's Klamath Project; Nevada's Newlands, Humboldt, Washoe, and Truckee projects; and Central California's Cachuma, Orland, Santa Maria, Solano, and Ventura River projects.
The incumbent carries out the following specific responsibilities:
Serves as the principal advisor to the Regional Director and provides technical oversight and administration for high priority projects in order to ensure regulatory statues and regulations are met.
Plans, formulates, and executes operational program functions within their area of responsibility, and may be called upon to give additional guidance to other issues or projects within the Region as needed.
Provides input and technical advice on operational consideration related to water resource management including municipal, industrial, and agricultural water supplies, flood control, ecosystem functions, and hydropower production.
Provides technical expertise ongoing efforts in the region to include: the execution of the Dam Safety Program, Construction Program, and Subsidence Program for Canals, along with other Reclamation facilities identified for improvements to improve CVP Operations and delivery; and responsible for implementation of legislation, Infrastructure Investment and Jobs Act.
Oversees the Drainage Projects for the region including, but is not limited to, issues such as management of drain water, including irrigation of reuse areas, in addition to renewable energy projects' upland restoration projects, and being the technical expert leading such efforts.
Serve as the authoritative expert on matters concerning a variety of issues that are a priority to Reclamation and the Department of the Interior such as Operations and Maintenance; high level oversight of compliance with Presidential and Secretarial initiatives; and Asset Management.
Represents, briefs, and/or speaks for senior leadership, as required in meetings with Members of Congress and their staffs, Congressional committees, officials from other Federal agencies, Tribes, state and local officials, and the private sector.

Expert knowledge in environmental practices and review requirements related to NEPA for Department of Interior including Environmental Review Memorandum (ERM) 10-11, Departmental Clearance Process for EIS, and legislation related to infrastructure development, Bipartisan Infrastructure Investment and Jobs Act and Inflation Reduction Act.
Demonstrated ability to advise leadership and lead teams in the development and implementation of water resources and asset management infrastructure projects and operations and maintenance regulatory compliance requirements for existing project features.
Extensive skills with partnering and representing with senior officials from other Federal agencies, Tribes, state and local officials, and the private sector.
