Duties

The primary purpose of this position is: To serve as an agency Direct Reporting Unit (DRU), headquarters-level program analyst; applying knowledge of Air Force Operational Test and Evaluation (OT&E) programs, missions, and requirements in support of long-range infrastructure program management. Applying Air Force military operational test expertise; develops, interprets, and implements policies and procedures to provide planning, programming, and budgeting to facilitate the identification of test capability gaps and development of test infrastructure to meet OT&E requirements, within fiscal constraints, for major operational test programs. Develops new methods for testing and evaluating the effectiveness of major acquisition programs requiring operation test in support of major Air Force mission and operational plans. Using senior level knowledge, experience and expertise; actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers written documentation and oral presentations to secure cooperation, resolve controversial matters, and convey information relative to proposed solutions to operational test program(s) infrastructure gaps.

  • Ability to obtain and maintain TOP SECRET, SCI, and SAP security clearances is mandatory. Employee will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
  • Rated aviator experience or similar professional experience (e.g., pilot, navigator, electronic warfare officer, air battle manager, intelligence reconnaissance and surveillance, cybersecurity professional, etc.) is highly desired but not required
  • Knowledge and experience in project and program management is required. Certification as a project management professional (PMP) or DAU certification(s) as a program manager is highly desired but not required
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime may be required
  • Incumbent may be assigned duties as Contracting Officer Technical Representative
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations

Qualifications

Conditions of Employment: Knowledge of flight operations and the employment of operational tactics, techniques, and procedures (TTPs), knowledge of test ranges and their capabilities, as well as understanding and experience planning and executing operational test is essential for this position. Knowledge of modeling and simulation (M&S) for the purpose of developing to LVC capabilities that emulate current and future operational environments for the purpose of conducting test and training is highly desired but not required. This is an Acquisition Professional Development Program (APDP) coded position. Individual will attain Foundational level certification in Test & Evaluation within one year and/or Practitioner level certification in Program Management within two years. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, Department of Defense Planning, Programming, Budgeting, and Execution (PPBE), acquisition, Operational, Test & Evaluations, or similar operations; In-depth knowledge of test range capabilities, usage, infrastructures and evaluation methodologies associated with OT&E of military aircraft, tactics, techniques, and procedures (TTPs) and associated complimentary weapons systems and subsystems; In-depth knowledge and skill sufficient to design and execute plans involving correlation and synthesis of data from disparate sources in an integrated evaluation of the operational capabilities including but not limited to state-of-the art electronic warfare systems including RF and IR guided threat systems, radar warning systems, IR and RF countermeasures, missile launch detectors and electronic attack systems. Data sources could include flight test results, digital model/simulation outputs, hardware-in-the-loop simulation results and ground-mounted radar test results. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, foreign military sales, DoD Planning, Programming, Budgeting, and Execution (PPBE), acquisition, OT&E operations, or similar operations. In-depth knowledge of agency program goals and objectives, the sequence and timing of key operational events and milestones and the relationship of the various command entities involved with the overall planning and execution of military operations and evaluations; or equivalent knowledge. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe problems/issues of effectiveness and efficiency of work operations. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
