Duties
Provides cost, schedule, and performance, technology/risk assessments, and technical documentation reviews for assigned projects.
Oversees the full life cycle management of Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) Information Technology (IT) contracts for Commercial-Off-The-Shelf (COTS) products (Hardware (HW), Services (SVC), and/or Software (SW).
Provides support for execution of the Armys standardized use of the DOD Enterprise Software Initiative (ESI) suite of COTS SW Blanket Purchase Agreements (BPAs) and leverages BPAs to implement standardized Enterprise License Agreements (ELAs).
Conducts market research, develops acquisition plans and strategies, develops performance work statements and evaluation criteria to enable the procurement of COTS IT products that meet the business needs of the Army.
Prepares all documentation necessary for contract solicitation, including statements of work, contract data requirements, etc.
Serves on Source Selection Evaluation Boards (SSEBs) and/or Source Selection Advisory Councils (SSACs).
Serves as a Contracting Officer Representative (COR) for assigned contracts and coordinates contractual issues with contracting officers and Army Contracting Command representatives.
Plans, manages and synchronizes individual COTS IT products and processes, horizontally across a wide variety of acquisition project activities.
Reviews program progress against plans and restructures program schedules, events, plans, and reporting requirements to better fulfill program goals.
Requirements
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level II Practitioner in the Acquisition Career Field (A) Program Management within 60 months of entrance on duty.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 15% of the time.
- Appointment to this position may be subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.

Specialized Experience: In order to qualify for this position based on experience your resume must describe at least one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) level in the Federal Service which includes:
1) Preparing and coordinating program documents such as the Acquisition Plan, Systems Engineering Management Plan, Systems Implementation Plan, Test and Evaluation Master Plans.
2) Overseeing acquisition of Communications and/or Information Technology (CIT) systems/devices.
AND
3) Performing analytical duties related to the program and resource management of systems/equipment acquisition/implementation efforts.
You will be evaluated on the basis of your level of competency in the following areas:

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03.(GS-13)
