The primary purpose of this position is to serve as the senior IT Systems Analyst and IT Subject Matter Expert for HQ 9 AF (AFCENT) Directorate of Intelligence (A2). Provides technical advice to senior leadership, technical assistance, and training to unit personnel. Also performs first level supervisory management responsibilities over a limited staff.
Duties
Duty 1: Serves as Senior Systems Analyst and IT advisor for 9 AF (AFCENT)/A2. Conducts in-depth systems analyses of existing systems and systems components to determine comprehensive IC requirements and opportunities for new and/or enhanced information technology.
Duty 2: Serves as Senior Network Administrator to 9 AF (AFCENT)/A2 leadership on network enterprise systems. Manages new complex network system configuration, installation, modification and upgrades to LAN/WAN hardware and software.
Duty 3: Performs as a senior technical advisor to functional users. Provides technical assistance to organization and deployed IT users as well as less experienced IT analysts during all phases of the standard life cycle of assigned systems.
Duty 4: Serves as contracting officer representative. Oversees 9 AF (AFCENT)/A2 Contracts and ensures services are provided IAW contract terms.
Duty 5: Exercises supervisory personnel management responsibilities over a limited staff. Plans and schedules work to be accomplished by subordinates, adjusting short-term priorities as needed.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a comprehensive range of Information Technology systems analysis, network service, information security and other IT related principles and practices such as would be gained through extended graduate study or comparable experience and skill in applying this knowledge to difficult and complex work assignments in an Intelligence, Surveillance and Reconnaissance related IT environment.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT systems analysis concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.
Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
Skill and experience applying analytical and evaluative techniques to identify/investigate/resolve issues/problems Associated with contract support as well as modifying standard practices and techniques.
Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects and predict how management can meet future requirements. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
CONDITIONS OF EMPLOYMENT CONT.
Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Test: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
