This is a non-bargaining unit position. This is not a (drug) testing designated position (TDP).
This position is with the Small Business Administration, Office of Entrepreneurial Development (OED), Office of Entrepreneurship Education in Washington, D.C. Responsible for providing oversight and technical direction to a staff of professionals engaged in the development and execution of programs and initiatives, budget, staffing, work planning and evaluation functions.
Duties
Duties include, but are not limited to:
* Key member of the management team on technical and policy matters concerned with regulations, management and administration pertaining to programs and activities of OED.
* Provides oversight and management to program and initiatives and sub-office functions.
* Serves as analyst and a policy advisor to management on the evaluation of the effectiveness of SBA programs.
* Provides information for the development of Statements of Work and contract tasks to initiate the acquisition or retention of contractor resources to provide services/support.

Qualifications
GS-14
Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service obtained in either the private or public sector:
(1) Providing program management on the day-to-day operations of Federal small business programs such as the Community Navigators Pilot Program, Cybersecurity, and THRIVE programs to senior leaders; AND
(2) Experience with Federal small business programs to include but not limited to topics such as developing and/or implementing programs; managing contracts and/or grants related issues; and program strategies; AND
(3) Communicating in writing and orally by representing an organization with Federal Government officials, Congressional Staffers and private sector partners.
