You will serve as a Management Analyst (Manpower and POM Manager) in the Chief Business Office of the Corporate Operations Directorate of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will plan overall work, operations, sets priorities, identifies short and long-range goals, and establishes objectives. You will collaborate with senior level management to determine the work to accomplish in order to meet goals, objectives and deadlines You will provide technical guidance and management support for studies such as statistical analysis, requirements determinations, performance factors and validation techniques, interview and briefing techniques, and report preparation. You will apply multi-discipline quantitative and qualitative principles, techniques, models, and analysis. You will manage life cycle program analysis for new, revised, consolidations, and projection of all requirements through the POM processes. You will compile, collaborate, and present issues for inclusion into the Program Objective Memorandum (POM) You will manage data and ensure accuracy of the Total Force Manpower Management System (TFMMS).

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Developing, implementing, and administering the manpower program. 2) Analyzing organizational structures, manpower utilization, and Program Objective Memorandum (POM), etc. 3) Compiling and evaluating manpower data and develop recommendations for changes in work methods, organizational structures, mix of personnel, and management processes to improve the efficiency and economy of operations. 4) Developing and recommending policies and procedures for the efficient management of manpower requirements, resources and authorizations.
