This position is located in the DHS Office of Policy, Strategy, and Plans-TES.
The primary purpose of this position is to serve as a policy analyst supporting the Office's mission in all work related to the Committee on Foreign Investment in the United States (CFIUS) and the Committee for the Assessment of Foreign Participation in the United States (Team Telecom), including coordination of the interagency processes and analysis of transactions..
Non-BU: This is a non-bargaining unit position.
Duties
As a Policy Analyst, GS-0301-9/11/12, your typical work assignments may include:
Analyzing unclassified and proprietary business information and classified intelligence products to assess whether a foreign investment in a U.S. business poses national security risks.
Developing consequence and vulnerability assessments incorporating open source data, intelligence reporting, subject matter expert inputs, and feedback from interagency and leadership feedback in support of analyses on risks posed by individual foreign investments under the authorities of CFIUS and Team Telecom.
Draft memoranda and briefing documents for senior officials outlining issues pertaining to foreign investment risk analysis that synthesize in-depth analysis and risk-based recommendations.
Maintain and manage relationships with interagency partners and DHS Component agencies.

Qualifications
You qualify at the GS-09 grade level if you possess one of the following:
At least one year of specialized experience, equivalent to at least the GS-07 grade level in Federal service, OR equivalent public or private sector experience. For this position, specialized experience is defined as: (1) preparing others to identify foreign investment national security risks; (2) ability to help develop short-range program goals, plans, objectives, and policies (3) development, administration, and control of assigned projects; (4) ability to gather data and information to help advise managers and leaders. OR
Master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, OR
2 academic years of progressively higher-level graduate education in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position.
You qualify at the GS-11 grade level if you possess one of the following:
At least one year of specialized experience, equivalent to the GS-09 grade level in Federal service, OR equivalent public or private sector experience. For this position, specialized experience is defined as: (1) Identifying foreign investment national security risks; (2) helping to develop short-range program goals, plans, objectives, and policies; (3) assisting with the development of risk mitigation strategies and initiatives; and (4) supporting policy development and decision making for managers and leaders. ; OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related ; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
You qualify at the GS-12 grade level if you possess one of the following:
At least one year of specialized experience, equivalent to the GS-11 grade level in Federal service, OR equivalent public or private sector experience. For this position, specialized experience is defined as: (1) Identifying national security risk analysis applicable to the assessment of risk arising from foreign investments in the United States or other functional areas; (2) helping to develop long-range and short-range program goals, plans, objectives, and policies; (3) assisting with the development of risk mitigation strategies and compliance monitoring strategies; and (4) supporting policy development and decision making for managers and leaders.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
