The primary purpose of this position is, as an Air Reserve Technician (ART) Officer serves as the Senior ART/Medical Director to exercise first level supervisory and managerial authorities and serve as the Senior Medical ART Officer in the Wing. Provide medical administration management expertise to the Wing and Medical Squadron Commander on all aspects of military and civilian medical program management.

Duties

Plans, organizes, and directs the full complement of activities within the Medical Squadron. Manages the Wing Health Force Protection Programs and the medical administrative and paraprofessional activities of the Medical Squadron. Manages Squadron's self-inspection program, Unit Effectiveness Inspection, and Training Functions. Represents the Medical Squadron with a variety of installation and functional area organizations. Principle Medical Squadron representative to the Financial Management Board. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives, which provide a basis for long-range planning to enhance the organization's management support capabilities. Manages and monitors squadron manpower allocations, changes to unit manning document, recruitment/accessions, under-grade/over grade, and overages and manning strength levels. Manages Squadron's self-inspection program, Unit Effectiveness Inspection, and Training Functions.

  • Position may require incumbent to Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments
  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • Position may require a background security investigation to determine suitability for employment and/or a secret security clearance. Must be able to obtain and maintain the secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience equivalent to the GS-09 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position being filled. Specialized experience is experience which may have been gained during the use of management analytical and evaluation methods and understanding of how regulatory programs are administered, to elect appropriate evaluations and measurement techniques; Apply medical operations and management principles, policies and procedures, relating to medical plans, programs, and requirements; Measure effectiveness efficiency, productivity and mission preparedness of established medical programs using business statistical analysis techniques and applications; conduct studies, analyze findings, and make recommendations on substantive medical programs within area of assignment. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university NOTE: YOU MUST SUBMIT A COPY OF TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF TRANSCRIPTS. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of management analytical and evaluation methods and understanding of how regulatory programs are administered to select appropriate evaluations and measurement techniques. Knowledge of medical operations and management principles, policies and procedures, and knowledge of medical plans, programs, and requirements. Knowledge of and experience working with the Air Force Reserve Medical Service Mission, organization, programs, and functions. Knowledge of business statistical analysis techniques and applications to measure the effectiveness, efficiency, productivity and mission preparedness of established medical programs. In-depth knowledge of a wide range of technical/professional medical administrative concepts theories, procedures and techniques, as well as a specialized knowledge of wartime medical operations and missions. Knowledge of Air Force medical exercise and contingency planning and programming concepts and a thorough knowledge of squadron's medical mission, equipment specifications (Allowance Standards) and operational parameters. Knowledge of medical, and various other administrative programs throughout the Air Force Reserve, in order to conduct studies, analyze findings, and make recommendations on substantive program changes within the unit. Skill and ability to prepare project and staff reports, plan, organize, assign work, and communicate both orally and in writing. Other significant facts pertaining to this position are: May be required to work overtime to meet special workload demands. Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. ART Officer - This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC (T-2) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
