The Health Systems Specialist (Facility Strategic Planner) position is organizationally aligned under the Office of the Director and is the key resource individual to senior leadership in the areas of strategic and operational planning, operations analysis and program evaluation.

Duties
Duties include, but will not be limited to:
Responsible for the overall planning activities of the medical center.
Advises senior leadership on all components of the VHA National Health Care Plan Process.
Coordinates the development of the facility's Five-Year Strategic Plan, assuring full compliance with VACO and VISN policy and guidance
Responsible for developing and maintaining a system to comply with the criteria and standards of the Regional Review Program (RRP) and other internal or external regulatory bodies for all aspects of the facility's Planning Process.
Establish procedures for ongoing documentation of all planning meetings, task forces, study groups, and any communications internally or externally concerning medical center planning monitoring and evaluation of all VACO funded program initiatives that are implemented locally.
Maintains records of all decisions made and documentation of medical center wide input into all planning Track resource utilization and workload levels for all VACO funded program enhancements and/or new programs decisions at all levels of the facility.
Responsible for the annual review of the VA contingency Plans including the National Disaster Medical System (NDMS) Plan.
Performs other related duties as assigned

Qualifications
To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement, 08/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Basic - Individual Occupational Requirement:
Education GS-5 and GS-6 grade levels: Major study - Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement.
In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-12 grade level in this occupation.
Specialized Experience - GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in positions that required comprehensive knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories and practices, budgeting, planning, administration, and labor and union relationships; skill in applying advanced qualitative and quantitative techniques; experience in positions that required extensive knowledge of the characteristics of the health care delivery systems, intra and interdepartmental relations, and agency operations and programs; comprehensive knowledge of agency administrative practices such as correspondence control, office processes, regulations, and rules; ability to investigating issues, analyzing problems, and presenting both written and oral recommendations; and advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. No special physical abilities are required.
Working Conditions: Duties are performed primarily in an office setting, however, since construction planning involves on-site visits, those safety precautions inherent in construction areas would need to be applied. Moderate discomfort may be involved in this activity.
