The incumbent will coordinate and manage the PCMHI program and oversee embedded practitioners (including but not limited to ARNPs, Psychologists, Social Workers, and Clinical Pharmacists) who offer evidence based psychotherapy, mental health triage and diagnosis, treatment planning and care coordination across the Robley Rex VAMC and Community Based Outpatient Clinics (CBOCs) within the facility catchment area.

The Primary Care-Mental Health Integration (PCMHI) Section Chief Social Worker position is a facility full time position with specific training and expertise in Behavioral Medicine and/or Integrated Primary Care.
Sets priorities and delegates tasks to meet program, service, facility, VISN, and national directives and guidelines.
Develops and implements programming and evidence based care delivery methods for integrated Health and Ambulatory Care services.
Functions as the facility liaison between Mental Health Service and Ambulatory Care Service to champion the efforts across services to increase the healthy behavior interventions and evidence based psychotherapy for the population served in those areas.
Performs short-term and long-term strategic planning, performance priorities and standards, monitors performance of individual staff and program fidelity
Participates in the supervision of social work students at various levels or training and will serve as consultant to other disciplines in the area of behavioral and mental health.
Demonstrates leadership abilities within a respectful, interdisciplinary team format and should be self-motivating to seek out and complete work assignments.
Responsible for the effective management and supervision of the sections resources including staff, funds, space, and equipment utilized in the development and direction of the Mental Health Service and PCMHI Program.
Works with Chiefs and supervisors of other sections, services, and organizations to resolve any substantive problems or areas of concerns when deemed necessary, advises higher level of management regarding problems, and assesses the impact of those problems on the program, Mental Health Service, and/or related services/organizations.
Serves as a consultant to medical center staff as requested and assists in their understanding of the psychological characteristics and appropriate treatment expectations of integrated primary care services.
Performs evaluations and psychotherapy for Veterans with a variety of psychological, mood, and personality disorders.
Attends of and participates in organizational meetings, treatment planning meetings and assigned committees or projects.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Applicants must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.
NOTE: A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.
A valid U.S. driver's license with no restrictions.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services.
Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, candidates must demonstrate all of the following KSAs:
(a) Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions.
(b) Skill in applying legal, ethical, and professional standards to social work practice.
(c) Skill in developing, maintaining, and managing social work services in multiple divisions/sections.
(d) Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care.
(e) Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements.
(f) Skill in administrative oversight to ensure compliance with social work licensure requirements.
Preferred Experience: Previous supervisory experience.
