This position is located in the Planning and Regulatory Affairs Office. Serves as a senior regulatory reviewer and analyst and Agency expert and trainer on the Administrative Procedures Act (APA) related to development of Federal regulations and stakeholder engagement at different stages of rulemaking. Incumbent will provide advice, guidance, training and support to FNS employees on regulatory, APA, and stakeholder engagement issues related to different stages of regulation development.
Duties
Drafts, analyzes and comments on the substance of regulations to be published in the Federal Register to ensure compliance with the Administrative Procedures Act (APA), and the Office of the Federal Register (OFR) requirements.
Reviews and comments on each rule from a substantive perspective taking into account pertinent Federal and Departmental guidance and policy, advises program staff of potential issues and recommends changes.
Develops and explains products that facilitate compliance with the Administrative Procedures Act and Agency policy and assist in the preparation and completion of Federal regulations.
Provides technical assistance, in all forms and formats regarding the drafting of Federal regulations and associated stakeholder engagement during the different stages of regulation development.
Develops and/or delivers training programs, training materials and/or resources related to the Administrative Procedures Act and associated drafting and review of Federal regulations and/or stakeholder engagement at different stages of rulemaking.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as:
Drafting regulations or reviewing, commenting on and analyzing draft regulations to ensure compliance with the Administrative Procedures Act and Office of Federal Register (OFR) publication requirements;
Training staff on the Administrative Procedures Act and how to draft and review Federal regulations and/or developing training materials and providing technical assistance on these topics; and
Delivering presentations and communicating effectively both orally and in writing with diverse groups and individuals in order to effectively conduct training, prepare and present positions, communicate policy clearly and effectively, and provide advice on regulatory matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
