Duties
As a PROLIFERATION SECURITY INITIATIVE SPECIALIST at the GS-0301-13/14 some of your typical work assignments may include:
Working in support of the Mission Support Division (OB-BPM), Building Partner Capacity Department (OB-BP), On-Site Inspection and Building Capacity Directorate (OB), DTRA.
Serves as the lead official responsible for management and oversight for DTRA support to the Proliferation Security Initiative (PSI) and SME in DoD that represents DTRA and larger DoD equities to both USG interagency and international partners.
Provides expert advice to senior representatives of OSD, JS, and DOS to implement and sustain USG PSI policies and goals.
Maintains constant communication with senior leadership in the Department of State (DOS), Office of the Secretary of Defense (OSD), the Joint Staff (JS), the Department of Homeland Security (DHS), and the Department of Justice (DOJ), with emphasis on counterproliferation policy, management and execution within the context of the PSI.
Manages PSI budgets and resources in accordance with policies of DTRA and the DoD.
Develops DTRA PSI policies supporting DOS, OSD, JS, DHS, DOJ, Combatant Commands CCMD, and other U.S. government departments/agencies.
Plans, organizes, and leads U.S. interagency teams in the execution of PSI activities in CCMD venues by developing scenarios addressing proliferation problems involving the movement of dual-use WMD components, their delivery systems, and related materials.
Coordinates work with the BPM Division Chief, Contracting Officer Representative (COR), and budget and acquisition officials to secure funding, de-conflict competing monetary requirements and obtain approval to obligate funds for discreet projects and engagements.

- Must be able to attain Security Cooperation Workforce Basic Certification within one year of employment as prescribed by the Defense Security Cooperation Agency (DSCA).

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Leading diverse teams/organizations to meet agency objectives.
Analyzing, interpreting, and implementing government policy with minimal supervision.
Interfacing with senior U.S. and foreign government officials while navigating international and national politics and policy.
Planning and organizing program schedules and resources in accordance with agency policy.
Developing and communicating agency policies.
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Leading diverse teams/organizations to meet agency objectives.
Analyzing, interpreting, and implementing government policy.
Navigating international politics and policies through organizational conflict with senior U.S. and foreign
government officials.
Managing competing objectives or resources through planning and organizing program schedules.
Developing and communicating agency policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
