This position is located in the Department of Homeland Security, Office of Intelligence and Analysis. The primary purpose of this position is provide homeland security intelligence to the Secretary, other DHS and government officials, and State, local and private sector partners. I&A ensures that all information related to protecting the homeland is collected, processed, analyzed and disseminated to the full spectrum of domestic customers. Non-BU: This is a non-bargaining unit position.

Duties

As a Executive Assistant, GS-0301-11/12/13, your typical work assignments may include: Reporting directly to the Director, the Executive Assistant (EA) works with the I&A leadership to provide executive, administrative, and development support primarily to the Director, but also to Deputy Directors and other organizational supervisors and employees. Serves as the primary point of contact for internal and external constituencies on matters pertaining to the Director and serves as a liaison to the other EAs and Administrative Officers. Works with executives and key personnel within and outside I&A to collect information, gain acceptance for recommendations, and implement decisions. Assists leadership in administering the flow of information and policy recommendations to and from the Secretary, Deputy Secretary, and other senior policy officials at DHS. Plans, coordinates, and ensures the Director's schedule is well-planned and adhered to, whenever feasible. Communicates with organizational leaders and staff on the Director's behalf and coordinates logistics with high-level meetings both internally and externally. Initiates, leads and conducts special projects involving major organizational components of I&A and often require coordination of efforts with headquarters, outside components, and other departments and agencies. Arranges for the preparation of briefing materials, talking points and executive summaries to be viewed by the office director. Reviews and analyzes presentation materials or works with presenter to develop materials that meet standards for clarity and conciseness, while taking into account the current management and political trends. Assists the Director (and others, as required by the Director) with daily administrative duties and completes a broad variety of administrative tasks that include managing an active calendar of appointments; completing expense reports and travel vouchers; managing time and attendance for entire center; tracking staff training deadlines and completion; composing and preparing correspondence; arranging complex and detailed travel plans, itineraries and agendas; and compiling documents for meetings. Exercises keen judgment in a variety of situations, with strong written and verbal communication, administrative, and organizational skills, and the ability to maintain a realistic balance among multiple priorities. Requirements

Qualifications

You qualify at the GS-11 grade level if you possess one of the following: Specialized Experience Substitution of Education for Experience Combination of Experience and Education Specialized Experience To qualify for the GS-11 you must have at least one (1) year of specialized experience equivalent to the GS-9 grade level or equivalent public or private sector experience. You must have one (1) year of specialized experience that has provided you with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as: Identifying, analyzing, and coordinating the integration of data into correspondence, reports, and presentations. Coordinating services between stakeholders in ensuring cross-functional support activities and initiatives are carried out. Conducting analytical studies of processes, operations, and/or services to assist with the evaluation of program effectiveness and/or to recommend improvements to processes and systems. OR Substitution of Education for Experience (You must submit copies of your transcripts) You may substitute education for experience if you possess one of the following: A Ph.D. or equivalent doctoral degree Three (3) full years of progressively higher-level graduate education leading to such a degree LL.M., if related Admin and Management positions only. OR Combination of Experience and Education (You must submit copies of your transcripts) Combinations of successfully completed graduate level education and experience may be used to meet the total qualification requirements for this grade level. (i.e. six months of specialized experience equivalent to a GS-9 and 2 1/2 years of creditable graduate level education) NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Specialized Experience GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: Planning, coordinating, analyzing, and evaluating administrative missions and operations. Experience writing, preparing, and evaluating formal and informal correspondence, reports, briefings, and analytical documents for senior level officials. Representing senior leadership at internal or external activities. Providing expert technical advice and recommendations on matters pertaining to organizational processes, procedures, and policies. Specialized Experience GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Applying new administrative practices to operations where precedents do not exist. Assessing programs to determine where improvements in efficiencies and operations could be made. Planning and implementing new operational programs. Providing managerial/administrative leadership to the functions of the Office. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
