This position is located in the U.S. Capitol Visitor Center, Planning, Operations and Evaluation Division. The incumbent serves as a project manager responsible for managing the development, acquisition, and implementation of information technology (IT) initiatives that support CVC’s business functions.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions. It is available for your review on the OPM web site at http://www.opm.gov/qualifications. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.  Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as having experience in: Experience in providing guidance in implementing Information Technology (IT) projects from concept development to implementation. Experience and skill in conducting IT remediation activities, including but not exclusive to patching, security configurations consistent with industry best standards, and removal or isolation of insecure or compromised systems. Initiating, Planning, Executing, Monitoring & Controlling, and Closing IT projects to successfully manage projects and IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. Knowledge of and skill in applying IT concepts, principles, methods and practices sufficient to plan and carry out difficult and complex assignments and maintain methods, approaches and procedures comparable to best available practices; provide advice and guidance on a wide range and variety of complex IT issues; interpret IT policies, standards and guidelines; and conduct analyses and recommend resolution of IT issues affecting CVC IT systems. Knowledge of Federal Information Security Management Act (FISMA). In addition to the specialized experience identified above, individuals must have experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
