You will serve as a Financial Management Analyst in the Financial Management Division of COMMANDER, NAVY REGION NORTHWEST. Salary Range for GS-12: $92,123-$119,760. Salary Range for GS-11: $76,860-$99,914.

Duties

You will oversee the implementation of financial management programs (e.g., cost planning, program budgeting). You will adapt financial management practices and procedures to address programmatic issues. You will brief a wide range of audiences (e.g., financial team, managers, customers) regarding financial information, concepts and ideas. You will collaborate with other financial staff to ensure practices are consistent with policy, practices, laws, and regulations. You will assess, evaluate, and review systems output and operational problems using a financial management system.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Making financial decisions based on financial analysis, research, forecasting, and planning; 2) Reviewing, researching, analyzing and interpreting statutory, policy, or regulatory language to provide decision support; 3) Developing analytical products, financial dashboards, financial metrics, or financial reports for executive decision-makers using automated data systems and software; 4) Managing budgetary resources, spending and phasing plans, and financial controls. NOTE: Experience must be fully supported in your resume to be considered for this position. This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing financial analysis, research, and forecasting to produce financial information; 2) Reviewing budgets for accordance with appropriation laws and financial regulations; 3) Assisting in drafting, reviewing, and/or editing financial reports to recommend corrective actions; 4) Communicating with peers, management, and personnel outside of the organization to provide financial advice and/or recommendations. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For GS-11: Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
