This position is an Administrative Officer with Pharmacy Service at VA Boston Healthcare System. The duty station is Jamaica Plain, MA but travel to the other two campuses (Brockton and West Roxbury) as well as travel to our Community Based Outpatient Clinics (CBOCs) will also be required.

Duties

The Administrative Officer for Pharmacy Service is responsible for all aspects of the Pharmacy Administration including all Human Resources actions, credentialing, fiscal and timekeeping duties, and maintenance of policies and academic affiliations. The duties and responsibilities of the position include but are not limited to: Develop and implement all administrative procedures for the service. Ensure compliance with all national and VA requirements and regulations. Directs administrative support services to ensure the inquires, correspondence and actions for area are addressed appropriately. Develops reports, papers and correspondence on a wide variety of administrative functions. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers). Analyzes management plans to determine the impact on administrative process. Advises management officials, supervisors and employees on the interpretation and application of a variety of human resources policies, practiced and procedures. Ensures that performance rating are submitted in a timely manner in accordance with regulatory guidelines. Works with human resources and provides direction to pharmacy supervisors and managers in all disciplinary, accommodation and EEO matters. Initiates request for recruitment, interviewing and selecting employees, and complying with EEO objectives. Maintains accurate and current functional statements and position descriptions. Works closely with credentialing to maintain pharmacist clinical scope of practice for all appropriate staff. Evaluates coordinates and facilitates the purchase of non-medical supply needs for all pharmacy locations. Coordinates equipment requests from all sites and collects for review by the management team for submission to the resource committee. Educates pharmacy staff in regards to the submission of travel and education requests. Meets regularly with the chief and Associate Chiefs to evaluate progress of administrative initiatives and actions. Services as reference on a wide range of administrative issues to the entire pharmacy supervisory staff. Maintains a professional working relationship with the Office of the Director, Chief of Staff and Clinical and Administrative Services. Serves as the contact person and represents Pharmacy Service with academic affiliates and training programs as well as with area colleges and universities. Administratively supports the pharmacy service ASHP accredited PGY-1 an PGY-2 residency Programs. Works closely with management teams to track pharmacy budget. Track and report Pharmacy Service overtime use. May serve as Timekeeper Serves as Contracting Officer Technical Representative (COTR) for Pharmacy Service. Monitors compliance with VA training for all Pharmacy Service Staff. Work Schedule: Full Time, Monday - Friday 8am - 4:30pm or 9am - 5:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative concepts, principles and practices, work with office software, working with Human Resources and VA programs, purchasing and supply/property management, work with pharmacy, and work with credentialing practices, fiscal and timekeeping etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent degree or three (3) years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . Administration and ManagementAttention to DetailCommunicationsCustomer Service (Clerical/Technical)Strategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. NO special physical qualifications are required.
