The Medical Administrative Assistant (Administrative Officer of the Day - AOD) is located in the Business Office, Benefits Section, within the Minneapolis VA Health Care System. The AOD assumes the lead role for the interpretation and application of patient transfer requirements and represents the medical center director in all non-policy making administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Major duties include, but are not limited to:
Delegated full authority and responsibility to exercise the medical center director's liberty in health administration matters.
Represents management in matters pertaining to the lawful provision of health care of veterans in the VA medical center.
Maintains continuity of functions and provides full administrative support during other than normal tours of duty to clinical and administrative medical center staff.
Interprets and applies VA rules and regulations relating to determining legal eligibility to benefits relating to benefits relating to hospital admission, nursing home, domiciliary, fee basis, outpatient care, dental treatment, prosthetic appliances, patient transfer, and beneficiary travel.
Authorized, as Certifying Officer, to certify documents pertaining to the administration of laws concerning VA.
Coordinates the resolution of medical-legal problems concerning the medical center.
Ensures that appropriate legal, regulatory, and policy requirements are met.
Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD), Surgical Officer of the Day (SOD), Psychiatric Officer of the Day (POD) and all other clinical and administrative staff concerning administrative matters necessary for the operation of the medical center during other than normal tours.
Coordinates non-routine contacts received at the medical center.
Completes Veteran applications for eligibility and subsequent enrollment process.
Maintains good public and media relations and establishes and maintains a liaison relationship with the Public Affairs Office.
Prepares and maintains daily Gains and Losses Sheet and other related statistical reports such as bed inventory and bed availability.
Completes necessary paperwork for veteran deaths.
Investigates unusual incidents, occurring during tour, involving the welfare, injury, or abuse of patients.
Responsible for calling in all necessary employees on an overtime basis to attend to patient care needs or for emergency repairs, including calling in physicians as requested by the MOD.
Performs other duties as assigned.
Work Schedule: Monday - Friday, holidays, between the hours of 5:00am - 6:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Specialized experience includes: Applying VA policy, procedure, and regulations when assisting the Veteran population; Advising veterans of all applicable medical center programs and services; Leading, guiding, and/or mentoring other staff; Providing orientation, situational and technical advise to medical and clinical staff regarding administrative operational policy and procedures.
