This position is located in the Architect of the Capitol, Office of the Chief Operating Officer, Superintendent, House Office Buildings (HOB). The selectee will be a Management and Program Analyst who provides support to the Superintendent and Deputy Superintendent on the jurisdiction's program operations. The scope of functions includes workforce analysis, operating program analysis and records management and providing employee relations advisory services to staff.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level. Specialized experience is defined as having experience in the following areas:
Experience and knowledge of a wide range of Human Resource policies, procedures and directives governing HR functions.
Skills in conducting reviews, analyzing and assessing various HR program operations, policies and practices to include identifying deficiencies, measuring compliance and effectiveness to enhance improvements.
Experience developing and implementing short and long term goals.
Experience providing briefings and recommendations with corrective actions to management.
Provides expert assistance to management officials in developing a Performance Improvement Plans (PIP) to progressively improve employee performance.
