Duties
Develops advice and guidance to budget and senior personnel on the preparation of budget estimates, and prepares detailed analyses and critiques of estimates provided.
Monitors the execution of field office and/or Agency operating budgets to assure that funds are properly allocated and are being obligated and spent in a timely and effective manner.
Exercises budget controls through review and approval of the obligation and expenditure of funds for management and administrative purposes.
Develops, or assists in the development of, presentations outlining findings, conclusions and recommendations.
Recommends adjustments, such as redistribution of funds within budget accounts, in response to changes in programs, staffing levels, and/or funds available.

- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.

Qualifications
To qualify for a Budget Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Preparing estimates of annual funding needs.
Assuring that obligations and expenditures of funds are in accordance with existing laws and regulations.
Recommending adjustments to the allocation of funds within budget accounts.
Evaluating changes in program funding and developing recommendations for financial and/or budgetary actions.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
