Duties

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO). The primary purpose of this position is to serve as senior advisor and supervisor on the accountability of a fiscal, financial management, accounting and auditing nature within the Office of the Chief Financial Officer, Office of Assurance and Compliance (OAC). Ensure the agency's financial statements are accurate and timely, and that the implemented policies, procedures. and controls are sufficient to safeguard assets against waste, fraud, and abuse, and to support the needs of management and to conform with DHS and government-wide statutory and regulatory requirements (Office of Management and Budget (OMB), Department of Treasury, and other reporting entities); Serve as a Unit Chief/Supervisory Accountant within OAC, providing oversight accounting remediation services that support key agency/department programs and components; Coordinate with ICE Program Offices to implement procedures and policies that shape and control the direction of the financial accounting programs, which provide for the effectiveness and efficiency of the financial management programming remediation efforts; Formulate workable ideas, concepts, and techniques to improve IT processes or policies to ensure compliance with General Accounting Office (GAO), National Institute of Standards and Technology (NIST), Federal Information Security Modernization (FISMA) and other IT standards and guidelines; and Serve as the audit readiness officer for the OCFO.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

BASIC EDUCATIONAL REQUIREMENTS: The Office of Personnel Management (OPM), Individual Occupational Requirements (IOR) for the Accounting, 0510 series are as follows: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. IN ADDITION TO MEETING THE BASIC EDUCATIONAL REQUIREMENTS DESCRIBED ABOVE, YOU MUST MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as: Serving as a primary financial management liaison between an external audit team and impacted programs within an organization; Managing and organization's budget and/or accounting audit responses to requests to ensure completeness and sufficiency; Working with internal controls staff to ensure complete understanding of all financial remediation activities that are required through findings or testing; Applying professional accounting and auditing knowledge, standards and principles to financial audit readiness for an organization; Analyzing financial information to recommend and/or develop methodology for business and financial solutions. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification.
