This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of Chief of Enterprise Applications (OCEA), Enterprise Platform Development Division (EPDD). Incumbent manages the design, development, deployment, and maintenance of a wide range of software applications, primarily on the Salesforce platform, using agency-approved, industry standard tools and practices.

Duties
As a IT Project Manager, GS-2210-13/14, your typical work assignments may include the following:
Works with stakeholders to define project scope, requirements, and deliverables for software development projects, primarily on the Salesforce platform.
Develops project plans to deliver software applications.
Implements software development project plans, and ensures that the plans are completed on-time and on-budget.
Manages, leads, or administers project resources.
Monitors project activities and risks, and briefs leadership on all aspects of software development projects.
Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures.
Assists with the operation and maintenance of the project management business process, updates process documentation, and identifies process gaps and propose efforts to address them.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for IT Project Manager, 2210.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Familiarity with development projects and managed software development projects. 2) Implementing agile development methodologies like Scrum, Sprints, Kanban etc. 3) Managing projects using IT tools like Jira and Confluence. 4) Performing the duties as a Project Manager; and 5) Advising on security, privacy, license, compliance, and governance of Salesforce.com features.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Implementing software application projects using project management methodologies such as Scrum, Sprints, Kanban etc. 2) Developing and delivering oral and written communication to internal and external customers. 3) Managing the development of a wide variety of complex enterprise-level processes using various platforms. and 4) Utilizing Salesforce cloud computing service offerings, to include Software-as-a-Service and Platform-as-a-Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
