The primary purpose of this position is to provide program management services in the areas of production management, facilities management, and security management.
Duties
Conducts program and managerial analysis for production and workload control of software development of various and complex weapon systems.
Provides program management and serves as a focal point for the security program.
Participates in meetings, conferences or briefings.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing advisory services in the management of production operations, facilities, and security management; applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and effects of funding shortfalls; applying investigative techniques and studies to obtain data to determine deficiencies in administrative controls, develop new policies, and recommend process improvements; experience preparing and presenting briefings and reports.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force mission planning, programming, and budgeting systems.
Knowledge and skill in applying analytical and evaluative methods and techniques to conduct investigations/studies to identify issues or problems concerning efficiency and effectiveness of operations and formulating solutions to successfully manage complex programs.
Knowledge of a comprehensive range of management principles, concepts, and practices.
Knowledge of mission and organizational standards, objectives and procedures, and manpower and material requirements in order to perform immediate program management functions for an organization that supports multiple and diverse product centers.
Knowledge of cost comparison procedures, applicable directives, and contract preparation.
Skill in gathering, assembling, and analyzing data; drawing conclusions; devising solutions to problems; identifying changes and trends; preparing briefings and reports.
Skill in establishing effective professional working relationships with managers, customers, and contractors contributing to a cooperative work environment and successful accomplishment of the mission.
Ability to apply varying business strategies and philosophies to effectively manage and organize multiple programs of diverse scopes and complexities, singularly and together, in accordance with various USAF and local directives, requirements, and regulations.
Ability to plan, organize, and negotiate effectively with management and customers to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to read and understand written and oral directives or guidance, and skill in oral and written communication methods and techniques at various levels and venues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
