You will serve as the Planetary Exploration Science Technology Office (PESTO) Officer supporting the PESTO Manager to meet Office objectives. The PESTO is hosted by the Space Science Project Office at NASA's Glenn Research Center. The PESTO recommends technology investment strategies for future planetary science missions and manages Planetary Science Division (PSD) technology development. This includes the evaluation of instruments, spacecraft technology, and mission support technology.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Working with stakeholders to establish technology activities aligned with strategic plans. Communicating status of programs and activities to management and stakeholders. Facilitating the use of NASA support systems to assist awardees needs to meet project and broader program requirements. Determining of the requirements for development work, support services, data handling and reduction, and launch and tracking and supporting services. Continually reviewing and assessing the effectiveness of awardees in meeting the technical and administrative requirements of the contract. Evaluating and assessing technical progress, schedules, and resources for projects to review and maintain a record of the project's status. Participating in project reviews and readjustment of money, schedules, and work for accomplishing the projects. Resolving problems relating to projects, including resources, and coordination amongst various projects. Resolving interface and integration problems relating to the projects and coordination of the several phases of the projects.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading or managing teams in the development of instruments, technologies, or systems for space-based applications, especially applications addressing science objectives; Working with interdisciplinary groups from a variety of internal and external organizations to complete program goals, and performing negotiations to achieve objective: Developing strategies and approaches for maturing technologies, instruments, or systems in a competitive environment to enable realization of future science or engineering objectives. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Providing leadership in complex environments with multiple stakeholders involving high visibility and/or value space projects. Managing, planning, designing, testing and evaluating an aerospace engineering program or project; Developing project budgets and schedules,and recording project status. Identifying and addressing complex project and project team risks and problems, including technical, cost and schedule; Developing and testing hardware for space-based and planetary missions, particularly those with scientific objectives. Monitoring contracted work either externally or on-site in the facility of the contractor. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
