About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Maintain and ensure security of sensitive documents and files, i.e., Cadet Personnel Records, DD 214s, Discharge Certificates, 2LT Orders, Cadet Personnel Actions, Separation documents, etc. Identify and analyze problems related to the work, determines the interrelationships involved, and determine the appropriate methods and techniques needed to resolve these matters. Perform a wide variety of tasks pertaining to military personnel. Serve as an administrative point of contact in assigned functional area, processing the most complex actions, orders, and other applicable documents and reports. Read and interpret regulations, rules, guidelines, and other procedural instructions. Use all personnel associated software and internet data-base programs to facilitate timely and accurate data input. Review and analyze case files involving requests for correction of military records, including those with complex and controversial issues. Apply knowledge of precedent decisions and statutory and regulatory provisions in identifying pertinent facts and developing findings, conclusions, and recommendations for approval by deciding officials. Examine and/or process both routine and non-routine military personnel action documents using experience in applying military personnel procedures and policies. Ensure information is complete and consistent and determine whether further discussion with customer(s) is needed or whether personnel information must be checked against additional files or database(s). Responsible for the accuracy, operation, and interface of a variety of automated systems supporting military personnel functions and operations. Draft and prepare memorandums for the Superintendent?s signature, endorsements, messages, and other written communications concerning the mission of the section.

OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06 Specialized Experience: One year of specialized experience which includes: (1) Providing clerical assistance; (2) Maintaining personnel records; and (3) Utilizing human resources automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). GS-07 Specialized Experience: One year of specialized experience which includes (1) Processing personnel actions; (2) Maintaining personnel records; and (3) Utilizing human resources automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors. Time in Grade Requirement (GS-06): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). Time in Grade Requirement (GS-07): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
