The primary purpose of this position is to provide advisory services in the management of diverse, but extensively interrelated group resources and manage the group's funds. Analyze, evaluate issues, recommend solutions to issues of effectiveness and efficiency as related to budgeting, financial management, tracking workload projections, facility and manpower constraints.
Duties
Serves as senior financial management analyst to group management.
Conducts workload studies and determines the impacts of new programs and policy changes on existing or pending flight programs and DMAG funds.
Develops guidance that is provided to managers within and outside of the group; prepares and delivers oral and written presentations.
Complies with established safety, health training, environmental, office cleanliness, security, and computer resources guidlines.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of management operations and organizational productivity; conducting comprehensive financial, manpower, and organizational analyses of a wide diversity of functions, and work processes and provide management consultant capabilities to improve mission effectiveness, resource efficiency, and provide resource savings.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of management operations.
Knowledge of pertinent laws, regulations, policies, precedents and instructions which affect the use of management resources in areas studied: such as DMAG funding activities, annual program and workload review processes, and the relationships and complexities of direct vs. indirect labor concepts.
Knowledge of relationship of the group's various production entities involved in the overall management planning and execution of software to our numerous and varied customers.
Knowledge of the major issues, goals, objectives, work processes and administrative operations of the organization; including various workload and funding classes and categories.
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of management effectiveness and/or organizational productivity.
Skill in developing new or modified work methods, organizational structures, management processes, and/or administrative procedures.
Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintaining good working relationships with all individuals and organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
