About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the 780th MI BDE and is responsible for identifying requirements needed to support the mission and correlating those requirements with program plans ensuring needed equipment and support is provided.

Duties

Responsible for the operation, maintenance, repair, and minor construction of facilities, utility systems, pavements, grounds, and fire detection systems. Directly, or through contractors, provide operating services such as electricity, air conditioning and heating systems, and maintenance and repair work to buildings, grounds, roads, and operating equipment. Develop local procedures to maximize the effectiveness of the supply, maintenance, services, transportation, and deployment support. Manage property acquired by purchase, lease, rental, transfer, or manufacturer. Serve as Government Purchase Card holder making purchases from approved vendors and on the open market. Prevent fraud, waste, and abuse by analyzing purchase requests to validate funds availability and ensure compliance with policies.

Requirements

  • Position is considered Non-Combat Essential (NCE) and could be assigned to any location worldwide.
  • Certain levels of medical, security, performance, conduct, and overall fitness must be maintained to ensure suitability for assignment to an austere and stressful combat environment.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 10% or less.
  • Must be able to lift up to 50 pounds.
  • Must be able to successfully pass a pre-employment physical based on the physical requirements of the position.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • This position is considered Non-Combat Essential (NCE) in support of the Army?s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Employees assigned to NCE positions must sign DD Form 2365, stating as a condition of employment.

Specialized experience is defined as experience providing supply services, facilities management, and resolving supply/logistical problems using a standardized automated property book management system and dealing with the receipt of property. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09). OR Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Logistics or Supply Chain Management. (Note: You must attach a copy of your transcripts.) OR The specialized experience described above, but less than one year; and at least two years of graduate education as described above, but less than the required three years. The percentage of requirements met must equal 100%. (Note: You must attach a copy of your transcripts.)
