Duties
This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Division of Business Operations. The duty location is Rockville, MD.
This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.
Major Duties
As a Supervisory IT Specialist Program Manager, you serve as the Deputy Director and are responsible for the oversight of security policies, technologies, standards, and procedures that are essential to the security of the IT infrastructure and applications.
Your major duties and responsibilities will include:
Providing leadership and operational oversight for the Division's large scale IT systems, information security, IT acquisition contracts and serves as the Bureau's "IT Program Manager" to assure measurable results to support achievement of the Bureau's mission along with Division results.
Working closely with the Division Director, Associate Administrator, and other Bureau Senior Staff in the establishment of technical priorities as they pertain to the Bureau's goals and objectives, including the development and integration of Program life cycles, budgetary needs and constraints, contracts, communications, and policies.
Providing oversight of Bureau-wide and Division software development life cycle (SDLC) activities, security policies, technologies, standards, and procedures essential to the security of the information technology (IT) infrastructure and applications of the bureau.
Responsibility for the data management strategy, and the development and maintenance of the governance processes, developing contextual data with transactional data, and understands the needs of stakeholders as they pertain to desired dashboards, reports, and other data management forecasting and trending tools.
Providing information security oversight and Governance to the Division's IT Investment Managers, Contract Officer Representatives, and Information System Security Officer of the Bureau's IT investments to establish and enforce policies and procedures used to ensure accountability and responsibility in all areas of IT management functions, to include, but not limited to Investment Management, FISMA compliance, performance management and reporting to ensure the effective procurement, utilization, safeguarding and performance management of IT resources.

QUALIFICATION REQUIREMENTS:
To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

AND
In addition to meeting the four IT related competencies listed above, in order to qualify for this GS-15 position your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of minimum qualifying specialized experience equal to the GS-14 level includes performing the following types of tasks on a regular and recurring basis:
Supervising information security and/or information assurance work to ensure the implementation of and compliance with the standards, rules and regulations specified in the organization's security policy.
AND
Leading enterprise IT Information Security strategies to integrate systems and data across the enterprise.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
