You will serve as a Safety and Occupational Health Specialist in the Command Division of NAVAL AIR WEAPONS STATION CHINA LAKE.

Duties

You will analyze inspection or audit data to identify positive and negative trends in safety and occupational health processes. You will prepare technical reports from safety surveys by compiling and analyzing survey data, identifying trends or pertinent safety issues from the data, and composing a written narrative offering recommendations for management to consider. You will prepare system safety plans for clear and required communication among personnel. You will use computer software programs (e.g., Enterprise Safety Applications Management System [ESAMS] or similar systems) to document and maintain records and report data. You will evaluate unsafe working and hazardous practices to recommend measures to eliminate hazardous conditions and institute safety and protective equipment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing mishap reports to formulate process improvements; 2) Tracking hazard abatement programs; 3) Submitting all required reports resulting from personal injuries, off-duty injuries, motor vehicle mishaps, etc; 4) Performing analysis to control and minimize hazardous conditions; and 5) Ensuring compliance and enforcement of various safety and occupational health subprograms (such as sign and hearing conservation, respiratory protection, confined space entry, materials storage and transport, lead-based paint, etc.). For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying and resolving hazardous operational conditions in the work environment; 2) Recording the circumstances of accidents in the workplace (e.g., witness statements, description of property damage, extent of injuries); 3) Presenting safety and mishap prevention training to employees. For The GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR

A combination of experience and graduate education as described above that equates to one year of experience.

Successful completion of a masters or equivalent graduate degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
