Duties

1. Performs studies and establishes plans of action for improving the efficiency of information technology applications. Performs studies covering the installation's information technology status. 2. Assesses policy needs and develops policy and procedures governing IT activities. 3. Functions as a senior technical advisor on contract and budget activities. 4. Represents the organization at conferences and meetings and presents briefings.

  • All new CES employees are required to complete a three-year CES trial period
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (continued)
  • (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed
  • PCS expenses are not authorized
  • This posn is subject to provisions of the DoD Priority Placement Program

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Work may occasionally require travel away from the normal duty station
  • The employee may be required to travel on military and commercial aircraft
  • Recall to duty may be a requirement of this position
  • Overtime and/or emergency overtime may be required
  • Information Assurance Certification is a condition of employment. This position includes information assurance work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA (continued)
  • certification within six months of assignment of these duties. A waiver of the six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position

Qualifications

This is a GG-12 position in the Cyber Excepted Service (CES). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action. Knowledge of the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT polices and plans; knowledge of organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities; knowledge of management requirements sufficient to render recommendations on development of new software verses purchase of off-the-shelf programs; knowledge of systems architecture, integration techniques, and testing methods sufficient to conduct feasibility studies.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT principles, concepts, and methods. 2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans. 3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. 4. Knowledge of system architecture, integration techniques, and testing methods. 5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. 6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
