The Security Guard position is located in the Security Department at the Phoenix Indian Medical Center in Phoenix, AZ. This position performs protective services work in guarding Federally owned or leased buildings and property, protecting Government equipment and material and controlling access to the facilities. Protects grounds and buildings to detect and prevent fire, property damage, and accidents, and reports to the Security Supervisor on-site.

Duties

Patrols the offices and industrial buildings to check locks, alarms, fences, gates, or other barriers. Patrols installation perimeters to detect faulty fences and detection equipment, trespassing violations, and attempted thefts of Federal property or personal property, equipment, tools and supplies. Patrols buildings to prevent theft or damage to Federal property equipment, tools, and supplies (20%). Relays messages, maintains logs, and dispatches personnel and equipment to meet emergency situations. Writes reports and maintains a registration and database of employee parking decals (15%). Monitors alarm systems, closed circuit television systems and telephone and radio networks (15%). Provide formal and informal crime presentation training in educating staff and visitors to include vandalism, robbery, vehicle theft, break-ins, and targeting of vehicles, as assigned. Training is presented during the Non-violent Crisis Intervention (NVCI), DECON, Improving Patient Care-Relationship (IPC-R), Unit Practice Counsel {UPC) meeting and during New Employee Orientation (NEO), and at other requested resources (15%). Protects the scene of an incident and relinquishes control to police or other law enforcement officials. Accompanying senior guards responding to complaints or reports of incidents. Detains off enders of laws for potential arrest until authorities arrive. Inform offenders of their rights (10%). Directing traffic; touring the facility on foot and/or by patrol vehicle to learn the physical layout of the jurisdiction (10%). Controls personnel access by monitoring the identification of individuals entering controlled areas. Utilizes electronic and manual access control systems/locking systems to create, update, and terminate access to controlled areas for authorized individuals. Refers persons who lack proper credentials to a control point to arrange access (10%). Performs preventative maintenance tasks within allocated completion periods to meet Security and Safety compliance standards. This includes but is not limited to preventative maintenance on issued equipment and software used within the department (5%).

NOTE: Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. Investigation of Fitness: A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency. Medical Requirements: The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. All positions involving Federal motor vehicle operation carry the additional medical requirements specified in 5 CFR 930 In addition to meeting the requirements above, applicants must also meet the Minimum Qualifications listed below for the GS-05 grade level - MINIMUM QUALIFICATIONS, GS-0085-05:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life; locking doors and gates of entrances and exits to secure federal buildings; answering alarms and investigating disturbances; monitoring and authorizing entrance and departure of employees, visitors, patients and other persons; patrolling premises to prevent and detect signs of intrusion; circulating among visitors, patients, or employees to preserve order; responding to medical emergencies, bomb threats, fire alarms, or intrusion alarms, following emergency response procedures; training subordinate security officers in rules and procedures; communicating security status, updates, and actual or potential problems; and providing leadership to subordinate security officers. Note: Training Experience Credit: Successful completion of training in an accredited technical school that covered subjects such as physical security procedures, local laws, or investigative techniques is considered qualifying for specialized experience at the GS-4 level on a month-for-month basis Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
