This position is located in the Phoenix Indian Medical Center in Phoenix, AZ. The Supervisory Security Guard supervises multiple teams of security guards, directing and managing duties and responsibilities. Ensuring the physical security and protection of personnel, beneficiaries, and visitors and to prevent damage or loss of property while guarding federally owned or leased buildings and property, protecting Government equipment and material and controlling access to the facilities.

Duties

Supervises and manages security operations for teams of security guards and their direct supervisors. Ensures patrols and inspections of buildings and perimeters across the 23-acre campus and leased buildings to keep patients, visitors, and staff safe and to prevent theft or damage to Federal property, equipment, tools, and supplies. Establishes policies and procedures to respond to emergency codes, security incidents, STAT calls and to monitor and manage CCTV video evidence. Manages monitoring of alarm systems, closed circuit television systems, and telephone and radio networks. Manages security camera system and policies and procedures to troubleshoot issues, review footage, and save footage. Manages staff scheduling, performance evaluations, correction of under achieving performance, rewarding of above standard performance, interviews candidates, recommends appointment and promotion, training and ensures compliance to regulatory certificates and with PIMC/IHS mandated annual training. Develops and updates security department policies and procedures based on local, state and federal law as well as Joint Commission security management standards. Works with the Safety & Occupational Health Specialist and PIMC leadership to develop Joint Commission Performance Improvement (PI) indicators. Collects and reports security metrics on a monthly basis to the Environment of Care Committee. Prepares various kinds of legible written reports including, but not limited to, investigations, encounters with individuals such as complainants, witness reports, disruptive employee reports, disruptive visitor reports, unsafe condition reports, storage or location of materials including personal property that are vulnerable to theft or damage reports, and accident reports. Manages security reports in the IHS Safety Tracking and Response (I-STAR) incident reporting system.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Note: Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. MINIMUM QUALIFICATIONS: GS-9: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Planning and implementing security/protective programs; prepare security related reports; write/update department policies and procedures. Supervise security personnel; prepare staff schedules; assign work to staff; resolve staff complaints; enforce minor disciplinary measures; identifies staff training needs. Serve as a principle advisor on security related matters; patrolling grounds/buildings; enforcing security rules and regulations. Education: Successfully completed study at an accredited college or university in any subject is fully qualifying in the amount and level specified. Investigation of Fitness: A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency. Medical Requirements: The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. Agencies may establish additional, job-related physical or medical requirements provided that the specific position involves the arduous or hazardous duties to which the requirements relate. All positions involving Federal motor vehicle operation carry the additional medical requirements specified in 5 CFR 930 and the "General Policies and Instructions". Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
