The employee works under the supervision of the Member Services Supervisor and works directly with the Social Workers, Health Care Providers, Medical Administration support staff, and Veterans directly. The beneficiary travel (BT) section provides support to the entire Fargo VA Health Care System to include the associated Community Based Outpatient Clinics and approved Non-VA care episodes.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being.
Major Duties listed but not limited to:
Determines eligibility of applicants for travel pay, the method of payment (mileage versus common carrier rate), computes final entitlement considering deductible, whether veteran had a scheduled appointment or is a walk in, issues vouchers, directs applicants to the Agent Cashier
Verifies residence to confirm if veteran is being treated at the closes facility that can provide the type of care
Determines administrative eligibility for special transportation, ensures medical need criteria is met
Receives telephone requests for transportation as well as requests from inpatient wards and outpatient clinics, schedules them with special mode vendors
Maintains daily contact with vendors
Facilitates travel from alternative sources as needed (i.e scheduling departure on an alternative van for a patient who has missed the scheduled volunteer van, contracted vendor is unable to provide transport, etc.)
Coordinates transportation for escorts and attendant with veteran transportation, and maintains log for each type of transportation and vendor
Manages inquires regarding travel pay, special transportation and related beneficiary travel unit procedures
listens and interprets concern or question, researches responses, and follows through with answers to the requesting party
Manages bills of collection for beneficiary travel over payments
Work Schedule: Monday - Friday, 7:30am - 4:00pm (work hours may be further discussed during interview)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Proficient in use of Microsoft Office applications, Excel, Access, Word, Power Point and Outlook; knowledge of eligibility and beneficiary travel program; experience with budget procedures for beneficiary travel programs to include audit and voucher payments.
