Duties

Performs duties under the general direction of the supervisor who outlines program objectives and is available for discussion of complicated and unprecedented matters. Serves as the Lead Trainer for all CYS Services programs with responsibility for the operation, integration, coordination, and oversight of garrison CYS Services training, curriculum, and programming. Identifies training opportunities for management and administrative staff and notifies them of training availability. Identifies training opportunities for management/administrative/support training. Prepares reports, information papers, fact sheets and studies as required. Prepares and presents briefings to command, installation and civilian community personnel. Establishes and maintains required program database. Conducts written analysis of budget variances. Prepares justification for funding of program resource requirements.

Requirements

  • Satisfactory completion of pre-employment checks of AR 215-3, 2-15j to include a Child and Youth Tier 1 background investigation.
  • Travel to on and off post locations required.
  • Must be 18 years of age or older at time of appointment or placement into the position.
  • Proof of education is required at the time of application.
  • Good mental and physical health, freedom from communicable disease (verified through physical examination). Immunizations must be current including annual influenza vaccinations.

Qualifications

Successful completion of a 4-year college or university degree with a major course of study/substantial course work which directly relates to the position: early childhood/elementary/secondary/special education, child/youth development, psychology, youth program administration or a closely related field such as social work, or home economics. In addition, candidate must possess: Program administration experience in child and youth programs (may include public schools and/or recreation program administration). At least 24 months of work experience that equipped the applicant with skills necessary to foster professional development in adults. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. Experience in planning and conducting training. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences. The physical ability to lift and carry up to 40 lbs., walk, bend, stoop and stand on a routine basis. Duties may involve working both indoors and outdoors. Highly preferred criteria - Applicants that meet all of the following experience will be considered highly preferred and may be sent first for consideration. Demonstrated work experience as a Manager in a Child and Youth Program at the Garrison level for at least five years. Demonstrated operational experience and knowledge of DoD Certification Standards, Army Higher Headquarters Inspection criteria, Child Development Center and School Age Program National Accreditation requirements. Demonstrated competence in Excel, Word, PowerPoint, the Child and Youth Program Inspection Management System, MilitaryChildCare.com and the Child and Youth Management System. Demonstrated competence in identifying trends in child and youth development and preparing reports based on analysis. Demonstrated experience facilitating community partnerships with childcare agencies and school districts
