THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR Specialist (R&P/COMP) - Title 5, Position Description Number T5042000 and is part of the WI JFHQ, Wisconsin National Guard. This position is in the Excepted Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"

Duties

- Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, clerical, and trades and labor occupations, both General Schedule (GS) and Federal Wage System (FWS). - Applies state policy for use of such pay setting tools; such as highest previous rate, superior qualifications and relocation/recruitment/retention incentives. - Provides advice on military technician compatibility issues and delegated personnel authorities. - Demonstrates professional communication skills and maintains the highest standards of professional conduct towards internal staff and external customers. - Responsible to prepare and execute new hire orientation Staffing functions. Must work directly with incoming applicants and hiring managers. - - Responsible for life cycle of WING technician vacancies. Must complete USA Staffing training and become a subject matter expert for all advertisements and onboarding of the WING workforce. - Performs other duties as assigned. ** This is NOT an all-inclusive list of duties. **

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: To qualify at the GS-09 level you must have at least one year of specialized experiences as a GS-07 or the equivalent (24 months) which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic working knowledge of organizational structures; manpower standards; manpower resources; and manpower data systems. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experienced in operating a computer and using varied computer programs.

Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
