This position is located at the Mid-Atlantic Service Unit (MASU), Nashville Area Indian Health Service, Richmond, VA to be ultimately housed at Charles City, VA. The position will serve the Mid-Atlantic Service Unit as Business Manager. The purpose of the position is to plan, manage and direct the Business Office and Purchased and Referred Care (PRC) operations and functions, and provide financial and budgetary management for the MASU.
Duties
Supervises and coordinates the functions and staff of the overall work unit which includes collections; cash control; 3rd party billing; patient registration; patient admissions and benefits.
Supervises, plans, manages, and directs the business office and purchased referred care programs for the service unit facilities.
Provides financial and budgetary management for the service unit facilities.
Directs, supervises, and evaluates work activities and work performance for department staff.
Coordinates policies and procedures for patient registration and admissions eligibility, resource patient management systems, and alternate resources programs. Coordinates collections for the third party reimbursement program.
Ensures development, implementation, and updating policies and procedures regarding all area of departmental assignments. Coordinates and distributes workloads.
Other duties as assigned.
Qualifications

BASIC REQUIREMENT(S):
Individual Occupational Requirements
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. (Document required for this qualifying option).
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: analyzing third party collections; developing projection analysis for current and future fiscal year collections; developing and implementing a comprehensive internal quality control system; ensuring compliance with Third Party Revenue Accounts Management and Internal Controls; processing medical treatment referrals and claims for payment; executing purchase orders for medical claims payment; establishing and implementing performance improvement goals for areas of the Business Office including but not limited to Purchased and Referred Care (PRC) Program, patient registration, benefits coordination, billing practices, and third party accounts receivable and collections. Directly supervise, manage, coordinate, or direct a team of business office professionals evaluating budgeting, claims generation and processing, and third party collections program for health care facilities and services. Supervise a business office staff by assigning work based on priorities, difficulty of assignments, and capabilities of employees. Evaluate Business office workforce performance to identify training and development needs for employees. Supervise and plan business office staff workload assignments to ensure timelines are met.
OR Completed a Ph.D. or equivalent doctoral degree that included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR Completed three (3) full years of a progressively higher level graduate education leading to such a degree that included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration, or LL.M., if related.
OR Possess a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
