The Supervisory, Health System Specialist (Ambulatory Care Operations Director - Group Practice Manager or GPM) is aligned under the Office of the Chief of Staff, at the Central Virginia VA Health Care System (CVVAHCS) in Richmond, Virginia. The GPM provides oversight and administrative management of all ambulatory care services at the medical center and Community Based Outpatient Clinics (CBOCs) as it relates to access of care.
Duties
Duties include but are not limited to the following:
Supervisory/Programmatic Oversight
Serve as the supervisor for a unit engaged in clinic access and data analytics.
Lead program planning and execution for VHA approved program of clinic practice management at the VAMC level.
Use Advance Principles and Strategies for Access Improvement to review and provide guidance to Clinical Leads.
Work with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma and other Improvement methodologies to meet and sustain ambulatory care goals and objectives.
Recommends and coordinates with the facility manager on facility improvements including construction, renovation, space utilization and purchase of equipment.
Exercise supervisory authority involving work assignment and review to include administrative and personnel management functions that are communicated through the formal employee performance management systems.
National Program Responsibilities
Provides access related consultative services to the VAMC, VISN and National leadership.
Work wit the National Program Office, in collaboration with VAMC Services Lines, to review and develop national guidance and policies that will facilitate standardized processes.
Review and provide input on nationally issued regulations and policies for VA wide implementation. utilizing local ACOD-GPMs and communication strategies.
Review and evaluate local processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through GPM Community pf Practice and the national Steering Committee at the national level.
Review and evaluate system-wide training plans to optimize local use.
Strategic Planning
Develop both long and short term policies and plans for VAMC.
Coordinate ambulatory care medical administration needs of the VAMC for incorporation into annual budget and operating plans.
Improve care delivery by identifying and anticipating needs, potential issues, and concerns
Develop flexibilities in operations and cost-effective approaches to ensure Veteran and employee satisfaction.
Budget Guidance Approval
Develop and maintain annual budget plan and staffing plans for outpatient care.
Work closely with medical leadership and personnel at the VAMC, CBOCs, and other facilities to formulate budget recommendations for all outpatient clinical services.
Office Program Planning
Provide administrative management for ambulatory care clinical support services.
Act as the expert on policies and requirements for ambulatory care clinical support and administrative services.
Ensure effective use of office staff and recommend needed changes to enhance central support services.
Provide direct oversight of business managers for ambulatory care both at the main campus and at CBOCs.
Quality/Productivity
Provide leadership and direction to promote the development and productivity of all employees supervised.
Evaluate the performance of direct reports and initiate appropriate action in order to reward, guide, or provide counsel.
Due Process
Represent management at labor management meetings as directed.
Negotiate, decide upon, and coordinate work-related changes affecting the organization.
Establish and maintain good relations with various groups and organizations, including other hospitals, medical societies, medical schools, colleges and universities, accrediting agencies, public health officials and organizations, volunteer work groups, and community at large.
Liaison and Communications
Act as a liaison or point person for communications with persons and/or groups internal or external to the VAMC, speaking for the principal on Clinical Access issues.
Act as a representative of ambulatory care management and the Chief of Staff with appropriate professional groups and administrative staff in an effort to coordinate activities and resolve problems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience Requirements at the GS-13 level: One year of specialized experience equivalent to the GS-12 level in Federal Service. To be creditable, your application package must demonstrate the following knowledge, skills and abilities:
Mastery of a wide range of qualitative/quantitative as well as analytical/evaluative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems in the area of ambulatory care.
Comprehensive knowledge and the ability to analyze, interpret and apply laws, regulations, and standards; assess the impact of legal/regulatory changes on ambulatory care programs and resources; and initiate necessary action to implement changes.
Knowledge of agency program goals and objectives for the delivery of effective, high quality ambulatory care services that meet or exceed all requirements and standards.
Ability to communicate, both orally, and in writing, including the use of various communication mediums to include teleconferencing and video telecommunications, with administrative personnel, line supervisors, service chiefs, upper management, VISN, and VACO staff.
Knowledge and ability to manage and supervise personnel in order to effectively enhance individual staff development and overall team performance.
Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC
quadrad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
