The Supervisory, Health System Specialist (Ambulatory Care Operations Director - Group Practice Manager or GPM) is aligned under the Office of the Chief of Staff, at the Central Virginia VA Health Care System (CVVAHCS) in Richmond, Virginia. The GPM provides oversight and administrative management of all ambulatory care services at the medical center and Community Based Outpatient Clinics (CBOCs) as it relates to access of care.
Duties
The GPM is responsible for primary care, mental health, specialty care, ambulatory surgery, and all other ambulatory clinics oversight and integration into an efficient Clinic Practice Management model.
Provides administrative management for ambulatory care clinical support services including interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership on related issues; works with the National Program Office to review and develop national guidance and policies that will facilitate standardized processes; develops both long-term and short-term policies and plans for the facility, ;and, oversees the development of contingency plans to meet unexpected and planned resource demands, ensuring the annual contingency plans are up to date.
Deploys an analytics system for the collection and analysis of outpatient care patient feedback for access and quality measures for ambulatory care services at VAMC and related CBOCs; works with local personnel to integrate data analytics and measures with continuous process improvement to meet and sustain ambulatory care goals and objectives; utilities a wide variety of computer and data management packages and VA data bases including Clinical Practice Management Dashboard, VISTA, CPRS, Clinic Access Index, Access Guide Path, SAIL, SPARQ, SHEP, Pyramid, etc; and, performs cost analysis and cost effectiveness studies in order to determine make/buy decisions to address gaps.
Coordinates efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts; identifies, defines and prioritizes customer service tools, process improvement and training opportunities that will support frontline employees in providing predictable, consistent and easy customer service experiences for Veterans, their caregivers and survivors.
Presents information in a format that is useful to Senior Leadership, management officials, and various councils/boards/committees for evaluating resource utilization and ambulatory care program performance; influences managers or other officials to accept and implement findings and recommendations for organizational improvement or program effectiveness; and Skill to plan, organize and direct team study work to accept and implement recommendations where proposals from executive leadership involve extensive change.
Utilizes supervisory experience and knowledge of personnel management actions for recruitment, performance management, leave administration, employee conduct, and employee training; provides guidance on continuing education activities, and monitors employees for compliance of the required mandatory annual training.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience Requirements at the GS-13 level: One year of specialized experience equivalent to the GS-12 level in Federal Service. To be creditable, your application package must demonstrate the following knowledge, skills and abilities:
Mastery of a wide range of qualitative/quantitative as well as analytical/evaluative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems in the area of ambulatory care.
Comprehensive knowledge and the ability to analyze, interpret and apply laws, regulations, and standards; assess the impact of legal/regulatory changes on ambulatory care programs and resources; and initiate necessary action to implement changes.
Knowledge of agency program goals and objectives for the delivery of effective, high quality ambulatory care services that meet or exceed all requirements and standards.
Ability to communicate, both orally, and in writing, including the use of various communication mediums to include teleconferencing and video telecommunications, with administrative personnel, line supervisors, service chiefs, upper management, VISN, and VACO staff.
Knowledge and ability to manage and supervise personnel in order to effectively enhance individual staff development and overall team performance.

Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC
quadrad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
