Duties

This position is in the Economic Development Administration's Office of the Assistant Secretary (OAS), directly advising and supporting the Director of the Recompete Pilot Program. As a Management & Program Analyst (Public Notice Flyer), you will: Advise on and support the Director in developing and implementing special initiatives as they relate to launching the Recompete Pilot Program. Advise on and lead the team's workforce development policy efforts, especially during the application review and award management phases of the program. Engage policy experts and practitioners in the field to advance the Recompete team's learning agenda and deepen collective technical expertise. Develop and manage a roster of experts to draw upon, as appropriate, throughout the program design, competition, and award management phases. Plan, develop, and manage execution of communication strategies to grow awareness and support for the program. Lead ecosystem-building with policy experts, practitioners, and other funders focused on persistently distressed communities in the United States. Ensure the Recompete program's investments are of the highest quality and evidence driven. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience: Advising and supporting executive management on strategy and policy issues. Planning and implementing enterprise level projects across a diverse set of business units to support effective strategies and programs. Conducting relationship building and stakeholder engagement that enables diverse audiences to build awareness and understand complex policies, rules, and procedures. Evaluating the potential effectiveness of new program investments, potentially both in pre-award (due diligence phase) and in post-award (via performance management principles).
