This entry level position is located in the U.S. Department of Education, Office of the Secretary, Office of Management and Planning, Executive Office. Noncompetitive promotion to the next level is contingent upon completion of all qualification requirements, recommendation of the supervisor and demonstration of work performance.

Qualifications

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-05, if you possess the specialized experience. Specialized Experience for the GS-05 One year of experience in either federal or non-federal service that is equivalent to at least a GS-04 performing two (2) out of three (3) of the following duties or work assignments: Experience serving as technician for monitoring customer support services covering IT equipment, software, systems, and trouble tickets. Experience understanding customer support for problem solving, integrating and managing functional operations of computer systems, software packages, and applications programs. Experience serving as a troubleshooter for operating system software problems, applications, and software interfacing problems of an unusual or difficult nature. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.  For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.  Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1. Ability to communicate orally and in writing, technical requirements to non-technical personnel as well as prepare and present reports and represent the organization in interactions with other organizations, at the direction of the supervisor. 2.Knowledge of requirements in applying IT principles and methods; requirements analysis principles and methods; and procedures to plan and coordinate the delivery of an IT awareness training program for end users at all levels in the organization. Note: Applicants may meet the minimum qualification requirements for GS-5 and GS-7 positions in this series in two ways. These are described below as Alternatives A. These alternatives are designed to allow eligibility either through demonstrating prior computer-related education or experience (A).There is no written test for applicants who qualify on the basis of Alternative A.

EDUCATION: A bachelor's degree or equivalent degree at an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR bachelor's degree in one or more of the fields identified above that provided a minimum of 24 semester hours in the development or adaptation of applications, systems or networks

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience and education at an accredited college or university equivalent to 4 years. You may combine the college credits you completed with any qualifying experience you have to total the equivalent of a four-year college education.

Foreign Education:

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
