The incumbent serves as the Program Analyst to the VISN 5 Deputy Network Director (DND) and supports the work of the executive leadership and administrative team program managers in the VISN. The incumbent works closely with designated administrative staff program managers in support of daily office and program operations and in the development of long range plans to effectively and efficiently provide Veterans with high quality care.
Duties
The incumbent performs management and/or program support work, such as program or office planning, maintenance of files for office personnel, scheduling meetings for office personnel, evaluating administrative programs or issues, correspondence preparation and control, action items, providing customer service, acting as liaison with person/groups within and outside the office, special projects, time keeping, preparation and maintaining of minutes, and board or committee-related work and data analysis and abstraction. Conducts special projects or studies to analyze, evaluate, and provide recommendations on VHA programs and emerging strategic issues. The incumbent works under the direction of the Executive Officer to the DND and supports the designated administrative team Program Managers and Executive Leadership as needed.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and technical to issues or studies concerning the efficiency and effectiveness of program operations, carried out by administrative or professional personnel, or substantive administrative support functions (internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (if related).
Preferred experience: Recording/writing high level committee minutes. Reading/editing Issue Briefs. Primary experience working with senior leaders (Executive Team Members) of an organization. Expert experience using Microsoft Products (Excel/PowerPoint/Word). Presentation skills. Excellent communication skills (writing/verbal).

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is performed primarily in a patient care setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.
