As Lead Management Analyst, you will be responsible for coordinating with MRPBS Human Resources staff on internal HR related activities, including oversight, and processing of performance management, awards, position designations, and human capital, while conducting studies and resolving issues and problems critical to Animal Care nationwide program management and operations.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Serves as the Team Lead and program point of contact on internal human resources activities to ensure consistency in the execution of Agency policy and guidelines.
Assists in the overall administration of personnel policies and procedures, and with planning and coordination of human resource management functions within Animal Care.
Helps AC supervisors understand common pre-recruitment processes, including hiring manager responsibilities, recruitment strategies, appointment types, and hiring authorities.
Serves as the liaison between AC leaders, MRPBS/Human Resources Division, and higher levels in providing HR service delivery.
Provides updates to AC management on the status of personnel actions, including competitive recruitments and non-competitive actions such as temporary promotions, details, reassignments, etc.
Partners with MRPBS HR to distribute and implement guidance on current regulations, policies, directives, processes, and procedures involving the full spectrum of Performance Management.
Manages and/or oversees the performance management system for supervisory and non-supervisory employees by acting as proxy to assist with potential issues that may arise.
In consultation with unit Directors, prepares workforce and staffing plans for the Animal Care Program.
Leads a team of three or more Management Analysts on the Human Resource Management Team.
Requirements

- Selectee will work out of a home duty station, residing within a 50-mile radius or local commuting area of Riverdale, MD. Position designation will be remote with mileage restrictions.
- The duties of this position will be performed out of a home office. The selectee must be able to provide for and establish a suitable, virtual home office with internet connectivity.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations.
Experience with both written and oral interpersonal communications in a team-based environment interpreting and conveying complex information, concepts, and instructions relating to various programs and/or activities.
Experience keeping abreast of changing administrative and program concepts and requirements in order to interpret and to recommend guidelines and procedures.
Experience applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of administrative support activities of the Program.
Experience preparing project papers and staff reports and organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
