About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. RRAD is near the corners of 4 states - Arkansas, Louisiana, Oklahoma and Texas. The depot's enormous maintenance mission includes the repair, rebuild, overhaul and conversion of tactical wheeled vehicles. Duties

Performs a variety of budgetary and administrative functions in implementing a portion of an Army Working Capital Fund (AWCF) depot's budgetary program, policies, and procedures. Prepares implementing budget instructions for signature of the budget officer for issuance to depot managers and tenant activities. Prepares AWCF budget schedules and reports for summation at depot level to establish depot priorities and objectives as compared with the priorities and objectives of higher echelon. Reviews request for allotment of funds and analyzes budgetary and financial data, and staffing plans submitted by managers for consistency with financial plans, policies and timetables of the depot. Prepares a variety of reports covering the status of funds, expenses, and obligations, as required. Controls the allocation and reviews the utilization of depot work years.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to Temporary Duty (TDY) or business travel up to 10%.
  • Must obtain and maintain a Financial Management Level II Certificate within 24 months of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System

Qualifications

Who May Apply: US Citizens Military Spouse In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience for the GS-09 Level: One year of specialized experience which includes 1) Assisting with financial reconciliations; 2) Assisting with financial reports; and 3) Assisting with budget estimates for completeness, accuracy, and conformance with procedures and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance or accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for the GS-11 Level: One year of specialized experience which includes 1) Compiling financial data to use for formulating budget estimates; 2) Analyzing financial data for preparing financial reports; and 3) Preparing a variety of financial reports such as status of funds, expenses, and obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
