This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs (OSORA), Program Coordination and Correspondence Group (PCCG).
As a Supervisory Health Insurance Specialist, GS-0107-15, you will serve as a Division Director and lead staff responsible for the planning, coordination, and advancement of significant health care coverage policies throughout the Agency.
Duties
Provides technical direction and managerial oversight on the coordination and clearance of complex health care coverage policy issues and program initiatives.
Leads a diverse team of professionals in managing executive-level correspondence, external stakeholder meeting requests, and internal briefing requests; facilitating rapid Agency responses to sensitive, confidential, and controversial situations.
Serves as a technical expert and advisor to senior HHS and CMS officials on processes associated with making and implementing Agency-level decisions across the continuum of the policy development process.
Directs special ad-hoc teams to strengthen the management of decision-making policy documents across the Agency.
Functions with a high degree of political sensitivity; policy awareness; emotional intelligence; tact in inter- and intra-personal communication; and skill in managing conflict, articulating policy, and researching sensitive issues.

- This is a remote position; however, the position reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1. Advising senior leadership officials on emerging Agency-wide policy priorities or program initiatives;
2. Mediating conflicts across diverse teams or competing interests;
3. Producing work products for senior government officials (e.g., briefing documents or memos, correspondence, etc.) that are clear, error free, and objective; AND
4. Overseeing work activities of subordinate employees (e.g., managing workloads, setting deadlines, and performance planning, etc.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
