The position is located with the CPAC, organizationally aligned under the Chief Finance Officer in the Veteran Services Department, with the position serving as a Program Support Assistant (PSA).
The Veteran Services Program Support Assistant (PSA) serves as the primary CPAC contact for the Veteran, Veteran representative, or advocate regarding all aspects of VA 1st party copayment debt within the VA system.
Duties
Explains VA financial programs, VA regulatory requirements, and available debt management options.
Gathers relevant documents and data from multiple VHA and VBA systems (when necessary) and completes adjustments to Veteran copayment accounts as needed to resolve Veteran requests for debt relief and assistance.
Provides assistance and guidance to Veteran customers with the following internal and external agencies: VA Debt Management Center (DMC), Internal Revenue Service (IRS), Treasury Offset Program (TOP), the Treasury Cross Servicing Program (CS), Congressional and White House communication teams, and multiple Veteran Services Organizations (VSO).
Performs account reconciliation of first party bills needing remedy action.
Works closely with the VA Health Resource Center (HRC) and VA Regional Counsel (RC) representatives and agents on questions and corresponding debt relief and/ or legal case remedies for First Party copayment accounts.
Provides timely, accurate, and complete responses to Veteran inquiries from the HRC using a variety of communication methods including telephone and written correspondence.
Documents and completes an electronic record of all actions performed, and summary of communications with the Veteran customer within the VistA debtor history to ensure accurate historical reference history is available for future review by internal and external stakeholders as needed.
Responsible for adjusting a Veteran account when the adjustment is warranted based upon independent analysis and determination of applicable VA Policy, United States Code and Federal Regulations.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
GS-06 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-05 Specialized Experience: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
GS-05 Specialized experience includes:
1) Providing assistance with Debt Management and/ or Treasury Off-set programs.
2) Skill using in Microsoft Office Products such as Excel, Word, Power-point, etc. to ensure that pertinent information is gathered and entered into automated systems.
3) Providing patient education and assistance via telephone or written correspondence concerning one or more healthcare programs.
4) Preparing written documents such as correspondence and memorandum's of a routine nature.
5) Knowledge of laws, rules, regulations and guidelines related to healthcare eligibility and billing to analyze and prepare data for processing.
OR
GS-05 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

GS-05 Combination of Education and Experience (TRANSCRIPTS REQUIED): Do you possess a combination of successfully completed education and experience to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level)? NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
