This position is located in the Office of Policy, Program, and Legislative Initiatives (OPPLI), Office of the Assistant Secretary for Public and Indian Housing (PIH). The incumbent of this position is responsible for providing a wide range of professional and administrative support and direction to the OPPLI Chief, OPPLI Office Director, and program and management analysts responsible for providing advice of a sensitive and confidential nature on a wide range of bills, statutes and regulations.
Duties
As a Management Analyst, you will:
Provide extensive professional and administrative support in the workload control area involving a wide range of complex staff assignments and or issues.
Apply an extensive knowledge of project management, process management, data analysis, and office administration to support the OPPLI Chief.
General guidance and instruction are provided by the OPPLI Chief, but the incumbent is expected to exercise independent judgment and provide technical assistance in performing and executing most duties.
Operating under delegated authority, the incumbent makes recommendations for the resolution of difficult or complex problems that are essential to the effectiveness and efficiency of operations of the administration of the PIH Internal Clearance process and SharePoint site and the OPPLI Office.
Establish administrative goals and objectives to promote efficiency and productivity and fulfill mission requirements. In most instances, recommendations made by the incumbent are accepted by the OPPLI Chief
Serve as the PIH Internal Clearance Administrator.
Manage the PIH Internal Clearance SharePoint site and ensure produce quality work products are completed, moved through the review and approval processes, and posted on HUD websites by established deadlines.
Advise and provide technical assistance to the PIH originating offices on the clearance process, when additional clearance is required, and ensures that comments of all clearance offices have been adequately considered.
Ensure that adequate clearance is obtained for proposed issuances within PIH and may require the Secretary's approval of Federal Register publication. When conflicts arise, assists in reconciling differing viewpoints.
Maintain direct contact and liaison with officials in the Office of General Counsel, Office of Executive Secretary, and the PIH Assistant Secretary's staff to resolve policy and procedural problems, to establish and meet target dates for publishing program information and requirements in the Federal Register, and to expedite preparation and release of major policies and procedures of the Assistant Secretary.
Advise on evolving PIH program concepts and objectives and with the requirements of those directives which need review by program offices, field staff, policy legislative staff, etc., and for those which must be sent for clearance under provisions of various Office of Management and Budget Circulars.
Analyze directives proposed by PIH offices and other HUD Program Assistant Secretaries. This includes reviewing delegations of authority, regulations, PIH Notices, Federal Register Notices, Notices of Funding Opportunities, reports, forms, management surveys, and improvements to administrative management.
View and analyze required clearance points, and conflicts in organizational, functional, policy or procedural aspects.
Analyze aforementioned directives from the standpoint of clarity and probable technical effectiveness and makes recommendation to initiation program offices for improvements in these aspects, where necessary.
Maintain a current knowledge of OPPLI Chief policies and ongoing projects. Independently furnishes accurate and completed the information on established policies and procedures, status of office projects, and planned activities in a timely manner to the OPPLI Chief.
Serve as records management liaison, ensuring that records are archived in accordance with HUD policy.Coordinates activities for OPPLI meetings, ensure that all officials with related responsibilities are informed, and follow-up to ensure that plans, arrangements and or commitments are completed as agreed.
Serve as the focal point for information concerning all general and administrative operations OPPLI. Perform a variety of administrative duties, which involve a thorough understanding of the functions, programs, and policies of Administration, and makes recommendations for changes to practices.
Maintain Office Training Budget, issue PIH Training Notifications to staff, and process training requests.
Serve as the Time and Attendance Coordinator and apply knowledge of HUD's Time and Attendance policies and procedures and being able to provide guidance to staff.
Assist with the preparation of reports for other PIH and HUD Program Offices, as required.
Perform other related administrative duties and functions as appropriate
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Developing and implementing policies and regulations stemming from statutes or government mandates.; AND
Tracking and analyzing public information collection data to comply with the Paperwork Reduction Act or other administrative program; AND
Conducting studies or reviews relevant to organizational goals and objectives.
