This position is located in the Bureau of Democracy, Human Rights and Labor's Global Programming Office (DRL/GP). The Bureau is tasked with implementing programs that promote and support democracy, protect human rights and religious freedom, and advance labor rights throughout the world. The incumbent will oversee, manage and supervise a staff in the planning and formulating of programs to ensure an integrated global foreign affairs agenda.
Duties
Serves as senior staff analyst in the formulation, preparation, review, and consolidation of external outreach on presentations of human rights & democracy building; actively participates in the development of foreign assistance policies/procedures.
Supervises a branch of Program Analysts and contractors in the development, advancement and facilitation/implementation of U.S. foreign assistance priorities and initiatives related to democracy, human rights, religious freedom and/or labor issues.
Represents the Office and/or Bureau in Departmental, intergovernmental, or public meetings, work groups, seminars, or conferences concerning democracy, human rights, religious freedom and/or labor issues.
Oversees the administrative and financial management of the Bureaus multi-million dollar Human Rights and Democracy Fund and other economic programs.
Manages activities and oversees all administrative steps in implementing the program funds from proposal presentation to grant closeout, to include drafting and clearing memoranda and Congressional Notifications.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience representing the Department and/or Bureau in departmental, intergovernmental or public meetings, work groups, seminars, or conferences.
Experience overseeing administrative or financial management of Bureau funds and/or programs.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
