Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Energy Management Specialist, you will: Provide expert advice and assistance to the Director of the Energy Branch with establishment of a national quality assurance process for the review of Energy performance contracting elements including contractor procurement, review of energy performance contracts for completeness, technical approach, and financial accountability. Serve as an expert in conducting completeness, technical, and financial reviews of Public Housing energy water programs such as EPC contracts. Serve as an expert in conducting annual Quality Control reviews of Public Housing energy and water programs such as EPC savings. Serves as an expert in conducting Quality Assurance reviews of existing contracts. Serve as an expert in the establishment and maintenance of national database of Public Housing energy and water programs such as approved EPC contracts that details the Department's investment and actual energy savings verified through the EPC process.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Experience providing direction, oversight and monitoring to contractors that are under contract for activities related to energy and/or water performance; AND - Experience conducting completeness, technical, and financial reviews of new Energy Performance Contracting (EPC) contracts and utility supply contracts; AND - Experience conducting Quality control reviews of EPC savings and/or Utility Savings or Utility Performance indicators; AND - Experience in Energy Management. For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Experience with laws and regulations relating to Energy Performance Contracting, Utility Supply Contracts; AND - Assisting with reviews relating to EPC (technical, financial, Quality Control, or Quality Assurance); AND - Experience in Energy Management. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
